Mission Statement
GCTII was founded in 2013 by government contract accounting experts to provide specialized training in the areas of federal government contract accounting and contract administration. Our target audience is contractor and government professionals that work in these areas. Training offerings include public seminars focused on the West Coast as well as in-house seminars offered throughout the United States at your organization's place of business. We ensure high quality training by focusing on a limited number of seminars in areas where we have direct expertise. Courses are developed and presented by respected subject matter experts that have hands-on industry, government and consulting experience. This provides GCTII with an inherent advantage in the quality of training provided.

Mr. Van Meter has over 30 years of experience in government contracting. John brings a unique perspective of industry and consulting experience to contract compliance, internal control and business process development engagements. John spent much of his career with KPMG, where he was responsible for managing the firm's Government Contractor Advisory Services practice delivering professional services to premier clients worldwide. He led advisory projects providing federal contract compliance, regulatory compliance including Sarbanes-Oxley 404 internal control assistance, business system implementation and internal audit outsource services. John’s experience includes cost accounting, pricing, internal auditing and subcontract management positions with Northrop Aircraft and the Garrett Engine Company. Mr. Van Meter is a frequent speaker for industry and professional associations (e.g., Association of Government Accountants, Government Contractor Training Institute Inc., Federal Publications Seminars and National Contract Management Association). John Dyer![]() Mr. Dyer is a CPA and founder of GCTII. His 25 year career has focused on government contract accounting auditing, consulting and training. He has owned and operated a CPA firm focused on assisting clients in managing their government contracting regulatory compliance requirements. His CPA firm's primary services were government contract accounting consulting and Sarbanes-Oxley (SOX) Section 404 consulting. Prior to starting his CPA firm, Mr. Dyer, was a Senior Manager with KPMG's Government Contractor Practice. While with KPMG, he managed significant Government Contract Compliance projects with large defense contractors. Mr. Dyer was also an instructor of Managerial Accounting at MiraCosta College, and a Senior Auditor with the Defense Contract Audit Agency (DCAA). He has a master's degree from San Diego State University, a bachelor's degree from Humboldt State University, is a CPA and a member of the American Institute of CPAs (AICPA) and National Contract Management Association (NCMA).
